Abstract

The article deals with an innovative approach to public procurement with the help of Quadru-ple Helix model based on pre-commercial procurement. Its main goal is to indicate the practi-cal application of that approach based on the example of the pilot project e-Pioneer imple-mented by the Gdańsk University of Technology in cooperation with other universities, public institutions and business representatives. The project started in 2017 and will last till 2020.
